Liquibase Preconditions rowCount

rowCount is a type of Precondition and is provided by Liquibase. It checks for existing records count in a table, and matches with the count provided.

Precondition with a custom message

rowCount fails the ChangeSet if Precondition is not matched, so onFailMessage can be used to provide a custom message.
